9-1-1 PHONE CALLS

The following is a gripping and emotional phone call recordings and transcripts of the various phone calls beginning with Bart’s 7:40 a.m. phone call to 9-1-1 as soon as he discovered his daughter’s lifeless body in her bed when trying to awaken her for daycare.  LISTENING DISCRETION IS ADVISED AS THESE ACTUAL CALLS  THAT HAPPENED ARE VERY EMOTIONAL! That is then followed later that same afternoon again to     9-1-1 and to the non-emergency Bloomington Police Department once Bart became the very first person to believe his daughter might have been a murder victim at the hands of his ex-girlfriend Misook Nowlin.  Also are calls between the dispatcher and the police officer that had been dispatched to go to Barton McNeil’s apartment.

After returning home in the afternoon following the Coroner who took Christina’s lifeless body away to the morgue, Bart notices things in disarray in his daughter’s bedroom and has reason to believe she may have died at the hands of Misook Nowlin, and demands police return and to bring a forensic team with them
Bart continues to call the Bloomington Police department as nobody shows up to his apartment. He calls the Bloomington Police department 10 times until they finally arrive. He shows the arriving officer the displaced window fan, the disturbed blinds, the trampled plans in front of his living room window likely as he was being spied on the evening before, and bedroom window screen with two holes in the bottom allowing the screen to be removed by a person from the outside. Before other officers arrive, Bart is summoned to go to the Bloomington Police Department to give a series of statements to various officers that night with Misook Nowlin the focus of all of his conversations with police

METCOM DISPATCHER: 911 what’s your emergency?

BARTON MCNEIL: [VOICE QUAVERING AND HYSTERICAL]

I need an ambulance! I need it fast.
1106 North Evans. My daughter is dying I think!

METCOM DISPATCHER: Okay, alright now, of course, you got to help me
out here now.

[Background noise from Metcom]

METCOM DISPATCHER: Okay, calm yourself down. Okay. How old is your
daughter?

BARTON MCNEIL: Three… I think she’s dead!!!

METCOM DISPATCHER: Three years old? OK, so the address again? 1106,
what?

BARTON MCNEIL: North Evans.

METCOM DISPATCHER: Hold on just a second and I’m going to get you the
rescue unit and then I’m going to come back to
the phone and get some additional information. Is
the color of her skin blue?

BARTON MCNEIL: No.

METCOM DISPATCHER: It’s not blue? Okay. Is she breathing?

BARTON MCNEIL: No.

METCOM DISPATCHER: And she is 3 years old? Now stay on the phone
with me. Don’t hang up on me please.

METCOM DISPATCHER: HQ. Rescue is needed 1106 North Evans Street.
Three year old female child unconscious, mother
States not breathing. Color of skin is presently
unknown.

METCOM DISPATCHER: Okay sir, alright. You can see she is unconscious?

BARTON MCNEIL: Yes.

METCOM DISPATCHER: And you can tell she is not breathing at all?

BARTON MCNEIL: No.

METCOM DISPATCHER: Okay, What I need you to do is to put your child
on her back.

BARTON MCNEIL: She’s on her back.

METCOM DISPATCHER: She’s on her back? Okay, alright now, do not put
your hand underneath her back okay? Okay, now.

BARTON MCNEIL: She’s dead! I know!

METCOM DISPATCHER: Okay, what’s your phone number there?

BARTON MCNEIL: Eighteen-eight, [188] 1873. Here’s the ambulance now.

METCOM DISPATCHER: Okay, now that’s fine. What I want you to do then
is put your . . . have her on her back. Put your hand
on her forehead and then on the cheekbone then tilt
the head back, okay?

BARTON MCNEIL: Head on the forehead. Cheek bone, tilt head back.

METCOM DISPATCHER: Tilt the head back a little bit there. Okay, now
you need to help me out now, keep yourself calmed down
there so you can help me. Okay. Now.

BARTON MCNEIL: SOBBING.

METCOM DISPATCHER: Okay, now I need, I want to see what’s going on
here.

BARTON MCNEIL: SOBBING

BARTON MCNEIL: I think I need to go get the ambulance.

METCOM DISPATCHER: Okay are they there?

BARTON MCNEIL: Yes. [HEAVY BREATHING] I’m not sure if the door is
locked or not.

[DOOR NOISES SEEM TO BE GOING ON AS THOUGH DOOR IS BEING SHAKEN]

BARTON MCNEIL: I have to report an emergency.

METCOM DISPATCHER: What’s the address?

BARTON MCNEIL: 1106 North Curry. My name is Bart McNeil. My
daughter was found dead by me this morning at this
address. The detectives were here, the coroner,
everything. I need a detective here the homicide
detective please. I believe the detective here
might have been from homicide I don’t know. I think
the detective comes when there is a death of a person
where the cause of death is undetermined.

METCOM DISPTACHER: What’s your phone number?

BARTON MCNEIL: My telephone number is 828-1783. I have reason to
believe now, that she was murdered and I need a
detective here immediately. I don’t know if they
saw this or not but I just discovered this now.

METCOM DISPATCHER: Now is that a house or an apartment?

BARTON MCNEIL: [PANTING/HEAVY BREATHING] It’s an apartment house I
will be waiting outside.. it’s 1106 Apartment Number 2
North Evans. Please hurry.

METCOM DISPATCHER: 1106 North Evans?

BARTON MCNEIL: Yes.

METCOM DISPATCHER: I thought you said North Curry.

BARTON MCNEIL: I probably did it’s on North Evans. 1106 2. Please.

LIVINGSTON: Bloomington Police.

METCOM DISPATCHER: Did they find a child dead this morning? On
North Evans Number 2?

LIVINGSTON: They did, you say?

METCOM DISPATCHER: Yeah, I’m asking.

LIVINGSTON: Okay?

METCOM DISPATCHER: I had a guy call up and said he found his daughter
dead this morning.

LIVINGSTON: His daughter dead?

METCOME DISPATCHER: 1106 North Evans, Apartment Number 2. And he
said that detectives have been out there and the
coroner has been out there but he is now convinced
that it was a murder. He has found evidence there and
he wants a homicide detective immediately. I don’t
know what detectives are working tonight.

LIVINGSTON: Well, two of them went to [inaudible], (sounds like, Iowa
for the gig) up there, do you want to have him call
back and talk to McKinley, or what? Or do you have a
phone number for him?

METCOME DISPATCHER: Yeah, I have a phone number for him but somebody
. . . well, he’s pretty hysterical so what do I send
an officer or get a detective?

LIVINGSTON: Get a detective. Well, what’s his number?

LIVINGSTON: I see that they did some kind of crime scene thing but
I’ll get one of the detectives to give him a call or

METCOM DISPATCHER: Hey is Livingston around there?

SUTHERLAND: Yes, who may I say is calling?

METCOM DISPATCHER: Tell him that McLean County Central Communications
is calling.

SUTHERLAND: In regards to?

METCOM DISPATCHER: A homicide that occurred this morning.

SUTHERLAND: In the City of Bloomington?

METCOM DISPATCHER: In the City of Bloomington.

Homicide that occurred today. Are you taking calls

LIVINGSTON [TO SUTHERLAND]: Yeah, I already talked to him [McKinley]

about it.

LIVINGSTON TO DISPATCHER: Hello?

METCOM DISPATCHER: Hey.

LIVINGSTON: Yeah?

METCOM DISPATCHER: He’s called back twice now. Is somebody going out
there?

LIVINGSTON: I gave McKinley a call and he was going to talk to him on
the phone. [pause] No, not that I know of.

METCOM DISPATCHER: Okay. He’s called me now a little bit and since
the last time I hung up the phone nobody has contacted
him yet, and he was a little worried.

LIVINGSTON: Well, what the hell’s his problem?

METCOM DISPATCHER: He has reason to believe that it was a homicide.

LIVINGSTON: Well, they did a report on it, intent of death and did a
crime scene on it.

METCOM DISPATCHER: Well he said he found something that he didn’t
know whether they had seen it or not. So he wanted a
homicide detective out.

LIVINGSTON: Well next time he calls just give him McKinley’s direct
phone number, as that was because I told you someone
would call him.

that name and they don’t know anybody.

Can you see if you can find a phone number from that
report this morning? At 1106 North Evans.

BPD: For who? Bart?

BPD: Stand by a minute while I check report.

METCOM DISPATCHER: I am prepared.

BPD: It is . . . Bart McNeil, we have at 828.1873 that’s on the
report. We have another number given to us by someone

else, 828.1783. Looks like he got the numbers mixed up.

METCOM DISPATCHER: Yes, he also told me he was on North Curry and he
was actually on North Evans. Obviously, he is pretty upset. Thank you.

BARTON MCNEIL: This is Bart again. . . . no detective! Sir, I want
a Whole detective team. I mean with Forensics and
everything. My daughter was murdered last night.

METCOM DISPATCHER: Okay, sorry Sergeant McKinley said he would be on
his way out there. He said he was going to be there
as soon as possible. He tried to call you back. The
number you gave me and I checked the report, the
numbers were switched off and was not correct. Which
is fine. 828.1783 is where you are at?

BART MCNEIL: Yes, I am.

METCOM DISPATCHER: Okay, he was given the wrong number to call you
back, but . . .

BARTON MCNEIL: Okay, I’m telling . . .

METCOM DISPATCHER: . . . he said he would be on his way out there as
soon as possible.

BARTON MCNEIL: Okay, well, I can tell him this, or I can tell you this. We’ll need forensics and everything. It was a murder.

METCOM DISPATCHER: Okay.

BARTON MCNEIL: There is no question. I just discovered this. And I
don’t know if they overlooked the evidence this
morning when they were here . . . I don’t think
they conducted a murder investigation . . .as it was
just a coroner, a couple of [inaudible] police
officers and one detective. I mean maybe they noticed
this stuff I don’t know. But I . . .

METCOM DISPATCHER: Well he should be out there so you can point it
out to him and then he can call someone in.
